I have a (degree) of sympathy for someone that missed the part about a date being required (although reading instructions does help). But the majority didn't even bother to put the ballot in the envelope! Come'on people! Pull your head out!

If voters are not smart enough to actually exercise their franchise ... I'm not exactly sure how to end that sentence.
