or stepped forward, especially the child's parents, to stand with the child so she didn't feel so alone.

The teacher could have included the girl in the circle and modified the activity in a way that allowed the girl to participate, e.g. hand clapping instead of jumping. Or better yet, pick a different activity for the group that did not exclude the little girl in the wheelchair.

If the teacher is that rude and exclusionary in a program put on for parents, what is she like in the classroom with lessons?

Looks to me like the teacher resents having the child in her class and chose to demonstrate that.
