the state AG finds some way to prosecute him on fraud-related grounds and somehow convinces him to plea-bargain including resigning the seat. Theoretically, a sitting Congressman could (and have) served while under indictment and even potentially in prison.

And all that is assuming that there are some grounds to prosecute him (at all) as well as on sufficient charges to leverage the seat. He's certainly not likely to be shamed into resigning.
