Cop biases are a well-known and serious problem. In this NC case, the problem seems have been compounded by the willingness to pray with the suspect and seek God's guidance (or whatever it was that happened there ). The behavior described here is exponentially more likely to occur in places where it's generally accepted by the culture as a whole.
I have lived in that culture. Not recently, but enough to know how those people think. Calling yourself a "Christian" who "loves the lord" and "seeks his guidance" can get a person quite a bit of social capital in some localities, but would get your face laughed in, in some others.
