2. It looks like a "tie" means the amendment fails

and to pass, the VP would need break the tie.

All but 2 amendments failed and of those 2 that did pass, only one had a tie vote (but the damn roll call isn't available for that yet).

They waited until the very end to do those 2 amendments and that last tie-vote one, was the very last that was to be voted on. So I suspect she did that and obviously the vote to break the tie for final passage - https://www.senate.gov/legislative/LIS/roll_call_votes/vote1172/vote_117_2_00325.htm
