I have no idea how that works, if it holds, if it’s easy to get around, and if cheating is still possible.

Having never tried to cheat a vote, myself, I don’t understand the inner workings or safeguards, and/or how well those safeguards work, especially if somebody’s REALLY determined to circumvent them.
