Only because it encapsulates what many others seem to believe about the "development of both the rule of law and democratic institutions in the Western world." I'm not a legal historian like some here so I can't say for sure.

Having grown up in a "liberal" church, it is definitely not absurd to suggest that totalitarian communists or anyone else working for 75 years to basically outlaw all religion could have a long-term effect on the general moral character of any country. Russia has long been known for its corruption.
