Every adult Russian of non citizen status needs to be deported. 15 days time schedule.
Any American citizen harboring a Russian who is required to deport or indicated for expulsion must pay a fine of not less than 5000 for each Russian they are found to be hiding. NO EXCEPTIONS!!!

We don't have trouble doing these for undocumented others within our country. This shouldn't be a problem either.
