22. those numbers are virtually meaningless without an explanation of who is voting what way.......

for example.......

"On his handling of the economy, Biden receives a negative 42 - 52 percent rating."

you might read that and think "wow! people hate liberal policies. they must like austerity better"

but of those 52% how many are actually Dems who disapprove because they want to see the rich taxed, get a middle class tax cut, etc..........

if Congress would get off its filibustering ass and pass his agenda, all those numbers would swing positive.
