3. Here in NY Cuomo has closed a lot of upstate prisons

The Unions don't like it much, but there still are more than enough places to go around. Apparently, he doesn't believe in having empty prison beds in overstaffed prisons. Latest rounds will cut back on some unused 8000 beds.
