1) dude visited a site with a bunch of porn of unknown provenance, who knows where he got the link, could've just been google, or he clicked on it from one the legal sites ... either way, it sounds like it was likely not via email,
2) as he looked around, he saw some of the same images the detective saw, and became alarmed that somehow some of this could end up on his computer (which he's right, it might, due to browser caching), or because maybe the Feds are watching internet traffic and he could be in trouble for it, regardless of whether he sought that type of porn out specifically,
3) so he called the cops pre-emptively, to hopefully avoid trouble.

Visiting a site that happened to have questionable underage images without your knowing it would be there is different from purposefully seeking out and downloading that material to your computer (or receiving it from other private parties).

Or at least it should be.

And the idea that "If he thinks it’s child porn, it’s child porn," is only true under the specific circumstance that it's 100% obviously someone under is 18 involved.

I've stumbled on videos on the pronhub, which is of course quite mainstream, that I *suspected* might be showing someone under 18, but I couldn't be sure, because no actual faces were shown. Does that mean I *must* be right, because I suspected? Of course not.

Cut me some slack, I'm old and divorced
