Weird bureaucratic foot-dragging during a security crisis in a complex full of high level targets. So it's not true that he did it all himself. The ordeal wouldn't have gotten nearly as bad had the rules of engagement with the insurrectionists been different and had the Guard been placed early, with riot control gear.
