You’d think politicians had no way of communicating to their constituents or the public at large for the 225 years or so before the advent of social media.

What he is regretting is the inability to create a chaos of counterfactual, propagandistic noise that can drown out serious political discussion. And it’s noise that can fly beneath the radar while stirring up lots of influence.

If you want to communicate, send an email newsletter to your constituents, or hold monthly town halls. Let yourself be interviewed on television or radio. Give a speech at the Elks Lodge. And then shut up.
