and a pile of wounded and dead so that he could declare martial law and occupy the capital.

I believe this is why after the first shot was fired they were ordered to not fire unless their life was in danger.

They didn't have the thousands needed to stop without lethal force and didn't want to give Trump the opening for martial law.

Just speculating but that is my guess.
