They have been "pre-canvassing" the ballots since November 3rd, 2020 at 7:00 am EST when the polls opened, and have been "canvassing" (counting) 24/7 since the polls closed November 3rd, 2020 after the polls closed at 8:00 pm EST, and the stream has been running that long (I have kept it running on my other laptop through the whole process).
At the moment, that camera is super-zoomed to one small section of that large room in the PA Convention Center (Exhibit Hall F) but the camera occasionally moves around and I grabbed some screenshots of earlier views that show some of the size of the room and setup -
The below pic shows where the media and "observers" are located in the room with respect to the canvassing operation (bottom right corner of the screenshot) -
This is the layout of the first floor of the PA Convention Center where this is taking place and Exhibit Hall F is show to the right-
