Further, the answer to the original question asked in this thread is:

Yes, "whipping it out" really is a thing.

Now, it's not a great "thing," but I became aware of it as a "thing" back in the 70's. What happened was that Jim Morrison, of the Doors, was accused of, charged with, and convicted of, "whipping it out" at a live concert. Morrison and his band mates vehemently denied the alleged incident, and no photographic evidence was ever presented at trial, or anywhere else, to verify the alleged act. All in all, the accusation, etc. had all the markings of a political hit job, and did nothing to diminish the popularity of either Morrison, or the band. In reality, this apocryphal "whipping it out" became what today would be called a "meme" among Doors fans, who believed the story to be quite amusing. (Morrison and the band, however, did not find it to be at all amusing.)

Much more recently, comedian Louis C.K. has also become quite notorious for "whipping it out" in public. But, this time around, not all that many people find it to be amusing, or entertaining.
