He says "States eased restrictions too soon".
The fact is that restrictions can be eased only once there is a vaccine.
Until then we can carefully adjust and in some cases roll back some restrictions, but only while keeping R0 less than 1.
And this has to be the case whether you do it sooner or later.
Covid doesn't care if your state has just 10 new cases a week or 1000 when you ease restrictions.
If R0>1 after easing restrictions, then you are off to the races, and your state's case count is going to go up every week.
