Why has the US made the arbitrary decision to fund public education only till Grade 12? [View all]

It used to be 8th grade, when my grandfather was young. Now it's 12. Why, in this "knowledge economy" can't we fund public education through community college, trade school, or even a 4 year degree -- like France, Germany, Norway, Finland, Sweden, and Slovania do?

Students would not need to take on exorbitant loans if we offered free public education beyond Grade 12.
