treatment cost are past on to residents in higher insurance costs and sales and vehicle taxes.

Medicaid under the ACA covers these men and reimburses states 100% of costs in the first year for new Medicaid insured rather than the 50% reimbursement for regular Medicaid care. States have to cover the other 50% with taxes.
