He claims the clearance would prevent him from making some criticisms of Carney and the Liberals.

1) If true, it means he puts his personal ambition ahead of his country.

2) A security clearance has not prevented the other leaders from criticizing Carney and the Liberals in multiple ways.

3) Is he hiding something in his background? I wouldn't think so but the refusal has been so adamant and repeated that I wonder.
