Why not activate ICE to do rescues? They're part of the military and it's the NG that usually comes to the rescue.

Can you just imagine ICE being forced into this kind of work -- work they never imagined they might have to do when they were sitting on the couch in their momma's house? I can hear them say "I didn't know water was wet and dirty!"
