to stop the stock trading in Congress something that many may have figured out before I did, popped in my head.

Maybe it's not that all Congress people fear Trump. Maybe Trump has also won them over by letting them know that he would pass on critical information for them to enrich themselves in the market. Most wouldn't be as stupid as MTG and buy stocks directly. Most would know to find trusted proxies in their inside circles.
