Ethical considerations on choice of provider

If an affiliate of a college or university board of directors commits a crime against a non-student, is it considered an ethical breach for the college or university to provide mental health services or clinical diagnoses to that patient if there is a potential for conflict of interest and preservation of status/reputation (of the affiliate individually or the college/university over the victim)?
