How does an idea cross a border illegally?

What are the thoughtcrime laws?

If an idea originated abroad, but I didn't know that and happened to come up with it independently, will I have an opportunity to prove it in court? "Popped into my head in the shower" doesn't leave an evidentiary record.

Can’t they say - he lives here, you’re arresting him here, so he will be processed here.

States have to have some say don’t they?
