China, pumped the economy for as much as they could go, before things got too unmanageable, and the numbers coming out didn't match the often times rosy predictions. Every large economy has its share of those who 'play' the game, and try to get the numbers as high as they can, so they can benefit. In the sale of real estate, etc., everything.
