Heirarchy of transportation hazard controls

Blue Sky discussion:

“Shared responsibility” framing assigns the same weight to the actions of 12 year old walking to school or whether a college student bikes in a foam hat as it does to a DOT with a Bn budget and direct control over the built environment. Responsibility scales with power. DOTs have all the power.
