I am beyond exasperated

I am having trouble with my vertical scrollbar setting (Windows 10 laptop). I will set it at 2, but before long (sometimes only a few minutes) it will reset itself to the default (15), and I am seriously frustrated. I've tried many suggestions but it keeps happening!!

Maybe it's time to retire my PC.

What I find odd is that with every mouse I've tried, I see the identical behavior. I was a QA analyst back in the day, and I have •never• been so frustrated as with my own PC!!

For the registry edits to work.

It needs to be a proper 'restart' - that is, not shutting down then hitting the power button to fire it up again. Shutdown doesn't terminate all windows processes. Restart does.
