There was an article I read that Beto O' Rourke noted the Dems problem in TX is a get the vote out issue not a policy stance issue. I am not sure if all the registered voters actually voted it would lead to a better Dem outcome, but the most recent stats are interesting. Going from memory here so forgive some inaccuracy, but something like 18 million Texans are registered to vote. Of that number this last month, 6.9 mil voted and 11 mil did not. And that doesn't even make any commentary on how many are eligible to register to vote but never do. As a people, many really don't get the whole democracy concept it seems and I am sure this does not only pertain to TX, sadly.
