1. This works both ways

If SCOTUS ever puts a ban on abortion states like NY would uphold Roe anyway I'd think. This would have the added benefit of eroding the high courts decisions. The ACA law was upheld by SCOTUS but red states refused the medicaid expansions, a major part of the ACA, right?
