Voter guide to Allegheny County Council District 1 election: Madonna-Emmerling (D) v. Wise (R)

Kathleen Madonna-Emmerling and Mary Jo Wise are vying to replace incumbent Democrat Jack Betkowski on Allegheny County Council. Democrats make up the overwhelming majority of councilors, currently holding 13 of 15 seats, but Republicans see this seat as a promising opportunity to flip for the GOP. District 1 includes Ross Township, airport-area suburbs such as Moon and Findlay, and Ohio River communities such as Neville Township — all of which voted for Republican Joe Rockey in the 2023 county executive race. The outcome of the election could help determine the role council plays in shaping policy and the county budget.

Madonna-Emmerling has long been involved in Democratic politics as an organizer, door-knocker, and campaign volunteer, and she twice ran unsuccessfully for Moon Township supervisor. This is her first bid for County Council, and she bested Democrat Carl Villella in May to appear on the fall ballot. Madonna-Emmerling says she wants to ensure that her district’s suburban perspectives are considered on council. She supports expanding access to public transit and protecting programs for aging residents. Madonna-Emmerling says she would ensure that tax dollars are used “responsibly” and residents get the services they need. She’s received support from the outgoing District 1 representative, Jack Betkowski.
