Democrats will have at least one candidate challenging U.S. Sen. Tom Cotton in 2026 as the Arkansas Republican runs for a third term.

Hallie Shoffner, a sixth-generation farmer from Newport, is branding her campaign as a chance to build Arkansas from the ground up with better policy to serve the folks of this state, specifically farmers.

In a phone interview Wednesday, Shoffner said she’s guided by the lessons her parents taught her — to “conduct business with integrity and do right by others.” She aims to be a voice for people the system does not work for, she said.

Her decision to run was fueled by the closure of her family’s farm in February. According to Shoffner, after running six spreadsheets, she could not find a sustainable path forward for the business because “not a single commodity crop is profitable in Arkansas.” She says bad policy and indifference in Washington were the reasons the farm shut down.

Shoffner said the experience showed her there are good people falling behind. “It’s not that they failed, it’s that the system failed them,” she said. “You don’t have to be a farmer to understand what that feels like.”
