Is this a technical error on tonight's Jeopardy?

In the first round, category You Asked For It the champion responded to this clue, "wie viel uhr ist es" with "What time is it?" He didn't precede his correct translation with the question "What is..." or is his response sufficient? His response was treated as correct by Jennings.

I thought the Finance professor was going to win, but since he couldn't remember "Katangi Brown Jackson" he doesn't deserve to win.

The ‘how’ makes it a question. Year ago, in HS German, I thought it was a funny way to ask the time.

I took Russian! She remembers more German than I do Russian.
But, I'm modestly conversational in Italian, so I'm not completely monolingual.
