London CNN — Britain’s Queen Elizabeth II has used the historic milestone of her Platinum Jubilee to redefine the future of the monarchy, calling for the Duchess of Cornwall to be known as Queen Camilla when Charles becomes King.

When Charles married Camilla in 2005, the couple announced she intended to be known as “Princess Consort” despite having a right to the title of Queen. It was seen as a recognition of the sensitivities around a title that was destined for Charles’ first wife, Diana. It’s the same reason Camilla doesn’t use the title of Princess of Wales.

The Queen would be expected to consult her direct heirs Charles and William before making such a significant announcement about titles, which suggests they both agreed and felt the British public is ready to accept Camilla as Queen.

The 95-year-old monarch laid out her vision for institution’s transition in an extraordinary message released as she reached the 70th anniversary of her accession to the throne.

Why is Camilla called ‘Queen’?

You may have seen that she’s now being titled as “Queen Camilla.” There’s always been a bit of sensitivity around how Camilla would be titled, particularly whether she would be known as Queen because it had been destined for Charles’ first wife, Diana. When Camilla wed Charles back in 2005, it was announced that she would be known as “Princess Consort,” despite having a right to the title of Queen. But Queen Elizabeth II intervened to change that last year before her death.

Many wives of a sitting monarch have often been titled as Queen, with the most recent example being Elizabeth II’s mother, Queen Elizabeth. Charles became King following the death of his mother in September. But the first time we saw his wife titled as “Queen Camilla” was in the elaborate coronation invitations sent out to esteemed VIPs.

So why hasn’t the changeover happened until now? A royal source told CNN last month that the coronation was an appropriate time to start the transition of titles.

“It made sense to refer to Her Majesty as the Queen Consort in the early months of His Majesty’s reign, to distinguish from Her Majesty Queen Elizabeth II,” the source added. “The coronation is an appropriate time to start using ‘Queen Camilla’ in an official capacity,” the royal source said. “All former Queen Consorts have been known as ‘Queen’ plus their first name.”

Perhaps most notably though, in 2013, she gave royal assent to the Succession to the Crown Act, which meant both sons and daughters of any future UK monarch would have an equal right to the throne. Queen Elizabeth II herself was able to ascend to the throne only because her father had two daughters and no sons. However, if he'd had a male heir, Elizabeth would have been skipped over in favor of the male. Thanks to the Crown Act, this is no longer the case. So what exactly is the act, and what part did the queen have to play in its passing?

What is the Crown Act?

The succession to the throne is regulated not only through descent but also by parliamentary statute. The order of succession is the sequence of members of the royal family in the order they stand in line to the throne. The first in line to the throne, the heir, will become king or queen when the reigning monarch dies, followed by second in line and so on, so Prince William is now the heir to the throne and his son, Prince George, second in line. The original constitution that governed the accession of monarchs was determined back in the 17th century, with the Bill of Rights (1689) and the Act of Settlement (1701), and meant that firstborn women, who were direct descendants of the monarch, could be passed over in favor of their younger male sibling.

The Succession to the Crown Act (2013), championed by the queen, amended the provisions of the Bill of Rights and the Act of Settlement to end the system of male firstborn, under which a younger son was able to displace an elder daughter in the line of succession. The act applies to those born after October 28, 2011, and means that any firstborn, regardless of gender, has the right to ascend to the throne if they are within the direct lineage of the monarch.

In practice, this means that if, when the time comes, Prince George—son of the newly appointed Duke and Duchess of Cornwall—is unable to take the throne for any reason, Princess Charlotte would be next in line, rather than it passing over to her younger brother, Prince Louis. The act also ended the law that states that those who marry Roman Catholics are disqualified from the line of succession. The changes came into force in all 16 realms in March 2015.
