She left Epstein's control in 2002 (when she met Robert Giuffre and married him). Cameron only became an MP in 2001, and wasn't well known for the first few years.
And we don't need another reason for his resignation. He stupidly called the Brexit referendum, lost it, and so resigned. That's a very clear reason. And being Foreign Secretary under Sunak is not "a low profile".
