I've been going with the stress interfering with his adrenals and all that cortisol flooding his system, that effecting his heart.

But I'm now coming around to believe that TSF is a true sociopath and can't register the stress that comes from danger. Sure, he rages around the Oval Office, but once it's out of his system, he's raring to go again.
