I took a closer look (zoomed) , and looked up something...

I think it's Putin.
The ?cartridge falling out of the rifle is blue, and yellow - Ukrainian flag colors.
The tat on his shoulder is the double headed eagle - Russian Federation Creast.

I think it's Virginia, and a clever cartoon.
