Because he is afraid of what Jack Smith knows about him.
In my opinion, he will talk a big game if asked about Smith but he will not send "his" DOJ after him. He does not want the information that Smith has on him to become public.
Smith is saying, "Let's go to court, Donald". But don't expect that to happen anytime soon. Trump is very effective at self-survival.

Former special counsel Jack Smith has been formally referred to the Department of Justices Office of Professional Responsibility and two state bar panels for potential misconduct and disbarment, following revelations that his team secretly obtained phone metadata from nine Republican lawmakers during the Biden administrations investigation into 2020 election interference, the New York Post first reported.
In a letter sent Friday to Attorney General Pam Bondi, led by Republican Tennessee Senator Marsha Blackburn, GOP lawmakers accused Smith of violating constitutional protections by subpoenaing telecom companies for call logs, including time, duration, recipient, and location, without clear legal justification.
Newsweek reached out to Blackburn's office via contact form and Smith's attorney via email for comment on Friday afternoon. The Department of Justice declined to comment.
The call for further investigation into Smith comes days after the former special counsel defended his investigations into President Donald Trump and denounced what he saw as growing politicization within and of the DOJsomething Trump complained about during his years out of office.

It's not likely to go very far but that's not the purpose. Just as with the Comey, James and Bolton prosecutions, the purpose is retribution through harassment.

In my opinion, it is sort of like the Epstein files. Trump was all for the release until it came close to reality. I think that is where he is with Jack Smith. I will be surprised if Smith is indicted.
