"A well regulated militia" is the very first phrase of the 2nd Amendment, it can't be any more clear than that!

While the NRA and gun rights enthusiasts argue that the 2nd amendment is all about individual rights to carry weapons, in fact, the framers of the Constitution debated about what States might be able to do to resist a MONARCHICAL president using their armed forces to trample the rights of citizens of a State being invaded by the government.
As stated in Federalist Paper No. 46:

should an unwarrantable measure of the federal government be unpopular in particular States... the means of opposition to it are powerful and at hand.

and where the sentiments of several adjoining States happened to be in unison, would present obstructions which the federal government would hardly be willing to encounter

Either the mode in which the federal government is to be constructed will render it sufficiently dependent on the people, or it will not. On the first supposition, it will be restrained by that dependence from forming schemes obnoxious to their constituents. On the other supposition, it will not possess the confidence of the people, and its schemes of usurpation will be easily defeated by the State governments, who will be supported by the people.

The states are now subject to the tyranny of the Federal government, yet conservatives oppose the means by which to oppose that tyranny the means of opposition as authorized by the Framers and Constitution.
