It sounds like Thune and Co are working on Plan B, what happens when the damage becomes so severe that there is no possible way to blame it on Democrats. In reality, we're there NOW, but they are still making that attempt, still banging that "failed policies of Joe Biden" drum.

According to the New Republic’s Alex Shephard, as much as GOP lawmakers want to cut back government services, they also don’t want to have to deal with constituents who can’t get calls answered or see services they depended upon curtail.
