Freezing up in this context usually refers to someone being immobilized by indecision.
Trump's decisions and actions were quite assertive and quite deliberate. He intentionally lit the fire and clearly intended to watch it burn. He was completely engaged, watching Fox News with rapt attention. He deliberately chose to do nothing until forced to by his staff. Choosing to do nothing is still a decision.
For that matter, he didn't really freeze up in his musical routine, either. He clearly just decided that he was done answering questions.
