2020 Congress sworn in on January 3rd, 2021 and certification was Jan 6. Keep in mind they’ve changed the law concerning certification to make it harder to obstruct.

1. Of course he'll shut down the government.
2. Nope. He won't. And the government will be shut down until after the election if he gets his way.
