What that does it cast doubts on just "how far" they were going to overthrow the government. It clouds the debate. That's the real goal of a propagandist, it isn't to prove something wrong (such as the harmful impacts of smoking or climate change or insurrections), just cast suspicion on it and enough idiots will be duped you actually accomplish the same thing as absolute proof would have, it's just a lot easier to do it this way and more subtle.
