The party with the most seats wins. The Conservative have so much of their vote concentratrated in Alberta that even thought they won the popular vote by a small margin in last election they did not form the Government. The popular vote is a poll only. It is not counted on election day. The winners of each riding is what makes the seat count and who becomes the Government.

The Governor General has to sign off on which party forms the government but this is a formality if a party has a majority of seats. If the party with the most seats is in a minority situation, things get more interesting as the GG has to be assured that that party can form a viable government, usually done with the support of one or more of the other parties.

I don't know if it has ever been done but AFAIK if the GG is not convinced a viable government can be formed, he/she can order another election(?).

Canadian norms about. Governor General has lots of powers. Woops she's aboriginal. Doubt she's going to **** norms up for right wing authoritarians who want to get rid of all treaties and give the election to the Conservative/People's Party when the Liberals/NDP are such a much larger group and an actual majority of voters.
